This three-day course is designed for staff who are required to understand the need for safety related behavioral change, and the principle requirements to make positive changes occur, and how we measure change, and manage the natural resistance to change.

Method of Instruction:

Maximum use will be made of interactive full color professional Power Point presentations, video or DVD’s and individual exercises to reinforce the teaching points presented.

Course Instructor:

Dr Bill Pomfret; MSc; FIOSH has over 35 years of practical safety, health and risk management experience including witnessing considerable change in the OH&S field, Bill worked in over 40 countries and was responsible for the construction of some of the world’s largest construction projects. He is the founder and president of Safety Projects International Inc of Ontario, Canada.

Course Objectives:

At the end of this course attendees will understand:

A) The size of the accident and ill health problem, what safe behavior is, and that it is the foundations of safety-related change, and how it has developed or evolved over time.

B) Know why people are prepared to take unnecessary risks, and appreciate the available techniques for improving safety behaviors.

C) Understand “talent” and “active” failure, and that accident repeaters can be effectively managed with full knowledge of the causes and effects.

D) Appreciate that safety accountability can lead to major improvements in behavior, (understanding their job or the expectation).

E) Understand how to improve employee and management risk perceptions within their organizations, and how effective communications can improve safe behavior, as can positive reinforcement.

F) Know the seven mail categories of human failure, and how to apply them.

G) Understand what a positive safety culture is and how it can be measured and improved.



Day 1,

0800 hours, Introductions, course objectives, In case of emergency, and administrative arrangements.

0820: The cause and effect of accidental loss, with a special emphasis on unsafe practices and conditions, DVD “The Accident Domino Sequence” group discussion and exercise.

1000 hours: Tea or Coffee break.

1020 hours, Case histories of companies who have excellent safety performance against those who don’t, what leads to excellence?
Leadership and proper job procedures is the key, a series of simple programs that work will be presented.

12 noon: Lunch.

1300 hours, a brief overview of the successful “Safety through accountability” process and how it improves line management’s performance in safety, group exercise, discussion and evaluation of findings. DVD “Managing safety”

1500 hours: Tea and coffee break.

1520 hours: Improving employee safe behavior through positive reinforcement and recognition, a strategy that works.

1600 hours: end of day one.

Day 2:

0800 hours: Why do we, as individuals, deal differently with everyday hazards, what influences our decisions, what are the distinctions between a hazard and a risk, DVD “Understanding Hazards and Risks?”

1000 hours: tea and coffee break.


1020 hours: Managing change in the Chinese engineering and construction industry, and how it has evolved over time, strategies that work will be presented and discussed, DVD “Safety And The Human Factor”

1200 hours: Lunch.

1300 hours: Incident Investigation exercise, in small groups each will review the unsafe behaviors of all involved, and then present a practical strategy for change and improving each individual’s behavior. DVD “Incident Investigation”

1500 hours: tea and coffee break.

1520 hours: Continue with exercise and evaluation.

Day 3.

0800 Hours: Why do employees make mistakes? (Accidents) effective communication and proper job procedures is one key to changing behaviors in employees.
DVD “Improving Safe Behavior” short exercise and discussion.

1000 hrs, Tea and Coffee break

1020 Hours: REACH, Recognition, Evaluation and Control of Hazards, this program explains the vital principles to improving workplace safety.
DVD: Recognition, evaluation, and control of hazards, followed by a brief exercise and discussion.

1200 Hours, Lunch.

1300 hours: Review and evaluation of exercise, general comments,
DVD Safety and the Human Factor, discussion, followed by an
Open forum, review of objectives, issue of course certificates,
